Born in Batman in 1961, Turgay Kaya is married and a father of one. Kaya studied at the Faculty of Law at Marmara University and later served in the Ministry of Justice. Following that, he worked at the Chief Public Prosecutor's Offices in Ankara and Istanbul. After serving as the Directorate of Legal Affairs at Kadıköy Municipality, he has been serving as the Deputy Mayor at Bodrum Municipality since 2014.
